The legal basis

What did the decrees establish?

The Ruler of Ajman, Sheikh Humaid bin Rashid Al Nuaimi, issued Amiri Decrees No. 7 and 8 of 2008, which introduced the freehold system for residents and foreigners who are not GCC nationals in designated zones within the emirate — full ownership of the property, not a temporary usufruct.

And outside the designated zones?

Outside the designated zones, ownership is generally on a leasehold basis or restricted to GCC nationals. With this balance, Ajman is among the northern emirates most open to foreign freehold ownership.

The two most cited destinations for foreign freehold ownership: Al Zorah and Emirates City. Al Zorah in particular is both a declared free zone and a freehold area, with off-plan projects extending to around 2028 and apartments from about AED 494K to AED 4.4M.

A passport + standard Know Your Customer (KYC) requirements — you don't have to be a resident of the country to buy in freehold zones.

⚠️ A note on the regulating entity

The competent authority in Ajman is the Department of Land and Real Estate Regulation (within the Municipality and Planning Department / Ajman Digital system) — and there is no body in Ajman called DLD or RERA as in Dubai. The entity's name varies between sources, so we rely on the name used in the official channels ajman.ae and ajmanre.gov.ae at attestation.
